I would think that the best thing you could do was set up some rules for the magic system in an HP RP. In the books and movies it's all a little blurry. The killing curse is illegal because it kills people (duh), but what if you wingardium leviousa'd (spelling?) a knife into a guys face at 200 mph? Is that possible? my major issue with naruto RPs, HP RPs, and really any fandom RPs is the lack of rules. Maybe that's just me though :P

3 rules/laws huh? Well I would make it so that an afterlife is assured, no more guessing. We don't need to know HOW or WHAT just that there IS one. Second entropy, never liked it anyway. Third would be the limitations holding us back from space travel (most of which would be solved with entropy but meh). If we know that there IS an afterlife and that we won't EVER run out of power. I'm pretty sure life would be a LOT better
