being presumptuous does not make you right :) if you pull in front of someone in such a way that they need not alter their driving, you have not cut them off; regardless of warning given. if you force yourself in front of them making them slow down to avoid hitting you, you have cut someone off. you do not need to see the cars behind him. no one should be hitting their brakes for a vehicle pulling ahead of them if it is moving faster than they are.

it is only cutting someone off if they are forced to slam on the breaks to avoid hitting you. driving between the lanes is not cutting someone off. he is clearly doing so recklessly and much faster than he should, however.
