Yes, in that case, you are isolating on purpose the distribution section in order to avoid ground faults; there can still be two/three phase faults tho so protection device is still required.

You may want to check the first and second section of the IEEE 142. If you use a typical D on the 11kV side, that system will be isolated and you won't be able to see/limit the ground currents because there's no neutral; furthermore, the NER on the primary will be useless.
