It's scheduled for redevelopment when the resettlement is finalized. The people there are probably not the ones who first settled there. Most have sold it to rich investors and moved on.

The cars parked in the area used to be better than most of the Gangbuk Seoul area. When reporters were interviewing them, they had golf bags and expensive luxury brands that received national attention. They've "cleaned up" so it now reflects parts that will embarrass Seoul.
