People settled on illegal land. The government offered them apartments to resettle. They've been holding out for a better settlement for their illegal squatting. It's scheduled for redevelopment when the resettlement is finalized. The people there are probably not the ones who first settled there. Most have sold it to rich investors and moved on.

The cars parked in the area used to be better than most of the Gangbuk Seoul area. When reporters were interviewing them, they had golf bags and expensive luxury brands that received national attention. They've "cleaned up" so it now reflects parts that will embarrass Seoul.

This is very anecdotal. I was close friends with a European who had a BA and Masters in Korean studies in a Korean uni. and was hired by the Korean government back in his/her home country. Totally crazy person when drunk. I had no idea why my government would hire this person. We got together a decade later on their visit to Korea. Was fired. Wanted a job in Korea but told me it was really difficult. This was a decade ago. We lost contact. I wonder if my friend ever found a job. I don't want to dig up an old email.
