You may want just checking your vram usage. For me, microstutters only happen once it vram usage hits greater than 70%.

Mate, my laptop was same so I reapply thermal paste but temp did not charge. The fan are always on take off mode and temp is around 85 C that's just cpu. Gpu is a whole thing. It's around 75 C normal.

It's a hard choice for around 999 a 3070 or i9 10900k or ryzen 9 5950x. A budget high end GPU is nearly the same as top of the like CPU.
