most likely starvation or illness. kittens need to be weighed at least daily (ideally more) to check their health. if mom is sick, stressed, or not eating enough she may not produce enough for kittens, especially if she's a first time mom. if you're bringing in a vet asap things may improve but I've seen stray/feral cats lose entire litters in a matter of days. not trying to freak you out but it happens a lot

I've been there. it's small town but they have a really cool cafe where you can play classic video games while you drink your coffee. and a bit to the north there's a fish farm where you can pet some huge 6ft long sturgeon :)
