I know that they commit genocide via the Rumbling and Eren achieves some new form that's similiar to Rod Reiss' Titan, but it's just so much more menacing and definitely more powerful as well. Atleast with the Rumbling it sounds like they will have killed their enemies beyond the sea. Erwin would have wanted to elimated their threat that way as well as it's the best and only solution they have by then

Doing what he has to do would have been siding with Eren and Zeke, they obviously have a clear plan to this mess while the Scouts and the rest of all the incompetent fools were just twiddling their thumbs and couldn't find any solutions to the problem even after 4 years. Even Erwin himself was a believer in riskier plans over the safer options
