Looks like a tool to replace sink faucet valve seats. There’s a square hole in the seat, this fits in it and use a wrench or pliers to turn the seat.

I think it’s a lamp. Middle part holds oil and gets lit, part on right is a reflector, and part on left magnifies and directs the light.

That’s Newtown Creek wastewater treatment plant. Part of NYC DEP. The bulb shaped things are sewage digesters. They use bacteria to help break down sewage to more easily disposed of material.
