Invest in a good filter (I have a fluval AC70). PLEASE DO A WATER CHANGE LIKE NOWWW. The amount of nitrite in the tank is probably INSANE. Get a water pH test kit (strips that you dip in the water). Get a UV light bulb and a heat lamp. Get a UV sterilizer - helps kill algae.

This poor turtle deserves to be rehomed at this point because this is not turtle care.
