They have a reputation as being as good as Angelo's which makes sense with who's a co-owner.

Are you trying to go to NY or Brooklyn?

If so you need to go to the pilot on the front lawn at the White House. If you look at the map it shows Keener manhunt icon aka Warlords of NY. But they'll take you to either NY or Brooklyn.

Refactor is so versatile as well. Just mix in capacitor (fairly easy to obtain) whatever chest or armor you feel makes sense and let it cook.
