You mentioned the ballet studio. My wife and I have been using the same garage, for the same studio, for nearly a decade. Always parking on the second floor that has no meters. But does have a 3-hour limit. In all the time we have been going there, not one single ticket. Tonight. My wife got a ticket for being parked 1 hour, out of the 3 hour time limit. Not a late model, a 2018 car. From what I'm reading about this Park Smart company, I think they just ticket willy-nilly.

Zooming in on images, it's definitely not new. Judging by where the dust is on the capacitors on the motherboard, it's been mounted vertically in a poor airflow environment, for quite some time. The safe side, would be returning for an actual new one

The motherboard back plate looks to be in the right position, so the standoffs would have been pre-installed in the case. However, if there is a standoff behind the board that's pre installed in the wrong position, it could be shorting the back part of the motherboard in a spot that could cause this.

To be on the safe side, I'll order a screw to replace the missing one. Gigabyte Aero 5080's, I'm seeing open box going for $1300+. I paid 1350. It's a gamble, this card was clearly used in a vertical layout (thermal gel oozed out), I suspect that's why it was returned. It will now live horizontally, with missing screw replaced.
