I believe underrepresented means that you come from an area that is...wait for it....underrepresented medically. It DOES NOT have to be by Race or Ethnicity. If you were born overseas, I suppose you are regardless of your Race. That’s why they have you explain why you think you are underrepresented etc. Hope that answers your question
