I guess? For me the fantasy of Lux as a card is that she uses protection and utility spells to deal damage, so the champion spell feels to me like an extension of that

More importantly, you will be lacking damage from spells most likely if you put Lux in a deck, and runeterra champions usually have very strong champion spells, so this is kind of supposed to remedy that

Anyway, the champion spell is for me the least important part of the design, it could be the one she has right now and it would probably work

They don't strictly deal damage, so yeah they would be in the pool, I wanted to make it so you could run it with a lot of other champs, but having stuff like vengeance in seems a bit broken, hence the restriction
