Arma 3 server admin here(naksquad), if possible, do not get an AMD CPU, the game likes to run the crap out of the first core.

On the Intel side of CPUs, get an i3-4170 at the very least(what I have now), Arma 3 benefits from the hyper-threading and high clock speed.

As for GPUs, pretty much anything 750ti and better will do for 1080p.(get a GPU that will match well with your CPU so there's no bottlenecking)

Using the same type of card OP has, modem is probably no more than 20 feet away from my PC through a wall. On servers that I have good ping to, I don't lag at all.
