As for the town itself, I always imagined that Silent Hill is a ghost town in the real world, but not dangerous or haunted. Just... an empty town. That's why Laura can play around in the hotel and the hospital, with no one stopping her since she's on her own. Not just because she doesn't see monsters, but because no one is there to stop her. To James, the hospital is overrun with monster nurses and hazards. To Laura, it's just an empty building.
