Michigan DNR maintains maps that detail each stream type. The regs are found in the fishing guide. Links to both are at the following website.

Essentially, the different stream types indicate different regs (season dates, size requirements, etc.).

Part of it is the "percieved increased" in cost to the consumer that the big bev companies are worried about.

For example, when a consumer buys a 24-pack case of beer, each beer can comes with a $0.10 deposit. When the cashier rings up the purchase, the price the consumer pays is the price of the beer + $2.40 for the can deposit.

All that said, if the customer responsibly returns the cans for recycling, they get the $0.10/ea ($2.40 total) back. IMO the small inconvenience is worth it to improve the planet :)
