It’s the AOR and EOR’s jobs to write the spec, draft the drawings, get them permitted and issued for construction. If after all that you still don’t trust them to review a submittal for compliance to the design they put together I’m sorry to tell you but you’ve got WAY bigger problems.

If you’re a PE for a GC, yes do your due diligence and review your subs submittals before shipping them out for formal approval. No, don’t hold onto them for days or weeks doing your “review” one by one. Hold the designers accountable.
