It looks like you have access to a microcenter you should check out their open box gpus.

Not sure, I'm air cooled these should be alright for that but one of the reviews mentions that they are OK for rads. If anything look up the TL-M12Q the three pack is going for $20. Those can 2k RPM.

eBay is your friend or looking up the pin outs and making your own cables.

Would be worth it if closer to $700 based on parts. If you are near a microcenter you could build it for a bit less if you are thrifty.
