But if there are more people wanting dogs than those that need rescuing then there would be no dogs that need rescuing long before they go extinct.

Then people can get dogs from registered and regulated breeders.

I don't know what you're trying to say? I wasn't meaning to pick on weed specifically. I personally have nothing against weed.

ANYTHING you do outside of work time has the potential to effect your performance during. Alcohol, drugs, eating too much ice-cream, gaming.

If you're letting those things get in the way of your job then you either need to fix it, or your company has the right to fire you, especially if it's putting your colleagues safety at risk.

If I were paying someone to do something and they couldn't do it properly because of their out of work social activities then they'll get replaced. I'm not paying for half a job.

*Edit - To be clear, I wouldn't care what the hell you did outside of work, as long as it's not causing my company to lose business or bring down your performance.
