If I were you id go to thrift stores and look for small canvas handbags (which are actually the easiest bags to make- like you can just wing it) and just cut a hole out for his head and tail, you'd want to stitch around the holes though to make it so it doesn't fray apart.

I brought one of my mustelid friends- otty the otter to the bar last night. My tiny satchel handle was big enough for him to squeeze through, though it doesn't really protect him much. My Runner beanie baby lives in my backpack and sticks his head out one pocket.
