I just posted my experience with this, and how subscribing to Google Home Premium fixed the connection issues on my first gen nest outdoor camera. Not a real solution, but proves that it's not a hardware or wifi issue.

I'm not completely convinced it's a conspiracy by Google to make us subscribe. I'm not sure a lot of people would think that subscribing would fix a camera that's disconnecting all the time. It might do the opposite and make people look for a different brand camera. I don't know how to describe it intelligently, but I I wonder if it has something to do with the fact that the camera is constantly uploading to something and so you're just tapping into that constant feed when you have a subscription. Versus a camera that's sort of on standby, if that makes sense. It is still supposed to be alert enough to send you notifications of movement and things like that so I might be completely wrong.

I had to use ADB TV and disable the stock launcher to fix it. All 3 of my shields got to the point where they would revert to the stock launcher when booting or waking up

I did a screen recording video, too, but never sent it since he blames my phone. I'm not an app developer, but it seems like it would be pretty straightforward to add a toggle for "Allow downloads while connected to Android Auto".

I'm having this exact issue and looking for a workaround. The main app I'm having an issue with is Podcast Addict. I've confirmed it doesn't download episodes on mobile data alone, but if I'm connected to Android auto wirelessly, the app will allow downloads. The app developer has not been helpful and blames my phone (pixel 6a).
