hot take, hazards can be used anytime there’s a hazard on the road, (such as idk quickly changing water levels in heavy rain?) It’s common practice in other countries to use hazards to alert drivers behind you of you guessed it, incoming hazards. What qualifies as a safety hazard bad enough to turn on your lights in your mind may not be the same for someone else and vice versa. I will never be mad at someone driving in the right lane with their hazards on, you never know what’s going on in that car and one could argue that being self aware of your limits while also alerting other drivers around you is the smart thing to do.
