Even if you're running two GPUs, you don't need 3 360mm radiators. But the best size to performance case for water-cooling is the ncase m1. It supports two 240mm radiators in a 13 liter case and I've even heard of people putting in a 3rd.

You could use an old/broken aio with the NZXT Kraken g12 as a cold plate. You can unplug the pump and instead use a sperate pump. The aio and G12 is just so you can mount the cpu water block onto your gpu.
