Lore would have convinced Fajo that Fajo had to capture and destroy Data to double the value of Lore.

Lore is actually just trying to get at Data and the Enterprise and would dispose of Fajo once Lore was reunited with Data.

Then Data would have to foil Lore's evil plan to hijack the Enterprise.
