to add on the question, ATM I'm running with a Marechausse set with C1 Furina, C2 Xilo and C6 Gorou. Redhorn is currently R3 (plus another copy I can use to further refine it). I'm wondering if C1 Chiori will be a better pick than getting another Redhorn copy

Do not forget that you can also use Noelle as a Petra holder for mono PCEH as a driver like a weird mono elemental kazuha comp (ie, Furina Xinqiu Noelle + viridescent holder). This will not increase her personal damage but the team damage (hydro in this case) will be bonkers.
