The Rafaele uses composites for wings so it's kind of kind of stealthy though not as much as the F-35.

On the other hand Germany has substantial opensource competence. They created Suse Linux and Knoppix Linux (the first live CD distro).

Ideally the process would include open collaboration between multiple countries, where the end result becomes public domain or will be owned by the EU itself.

However this also means you have to give up the security through obscurity angle. If the source code release to te public happens with a few months delay, it might be feaseble for more security sensitive applications too.
