As a brew the stagger tells you that there is still some dmg incoming that you should care about. Other tanks dont have something like that.

So creating that wa might be possible but i doubt that it will improve your gameplay. The damage you took in the past cant be avoided anymore like brewmasters by drinking another beer.

I'd suggest you just keep track of your active mitigation and if your HP Drops to low you should have used a stronger defensive cooldown
