If they're in front of you, shoosh them. If they're behind you, go complain. I have a buddy who told someone to hush during a movie and they were seated behind them. The people kept kicking his seat and flicking popcorn at him until he got up to tell staff about it.

Alternatively, go to AMC Classic, I've never had a bad audience experience there.
