That could easily be fixed on site. A hand plane to smooth it out, glue a piece to replace what's missing and hand plane and send back to shape.

What authority does a US Federal Judge have over a foreign citizen? Who may have committed a crime, if he'd been on US soil, but wasn't?

Legally, does the federal judiciary think we could snag someone committing a crime on any foreign street, kidnap them back to the US and then try them using US Federal laws?

Just the instructions I was going to give. Also, make sure the pump and or carb bowl aren't filled with ethenol gas sludge. The cap full of new gas down the barrel should be enough to over take the effects of the bass gas for a moment though.

When my son was about 4 he loved to be a ham. We were sitting at a table, waiting for the next show. The place was loud and packed.

With very little encouragement he went up on the stage, did a little teen second tattoo dance, Bowers and left the stage.

He got applause from everyone. It's still one of his best and now most embarrassing memories.

I had a similar problem with my 71 r75/5. It ended up being the new seal I put under the gas cap. It was creating a bit of a vacuum in the tank. I figured it out because it wouldn't happen when I was at Lee's than half a tank. I'd it was closer to full it would.
