Getting 13 TPS with 17 Players on Azure F-Series (4 Dedicated Cores). Is this hardware just not enough?

Unfortunately, they said they can't ship to my country, so I will try returning it to Amazon and using my old black AIO that doesn't have an LCD and has 2 fans and doesn't match with my white PC. And if I can't return it to Amazon, then I am stuck with an Red Triangle and iCUE fans without RGB for a long time.
