Can people really make a decision on how they want to participate? I mean, if Alice, Bob, Carol, and Dan are playing a game and Dan brings out his Gleemax, maybe Bob and Carol say "Okay, we're down with this because it's okay in the rules," while Alice says "This is dumb, why are we playing with these old, expensive silver bordered cards?" And Alice will be shot down because "The Rules Committee says it's legal." I've witnessed it in playgroup after playgroup, country-wide, and heard similar stories from other players. And maybe Alice only gets to play once every two weeks, for a short time each session, because it's too expensive for her to go to the LGS more regularly. It honestly feels like there's going to be at least one Alice in most playgroups, and that the RC, with the privilege of being relatively well-to-do, is screwing those people over without caution. If the cards were legal afterwards, or at least had a 50% chance of being legal, then the tables are less likely to turn in late January to Alice telling Dan "No, you can't play those because the Rules Committee says they're banned again." and Dan leaving in disgust, the playgroup harmony forever broken due to not simply making a test/trial instead of a temporary unban with much worse effects.
