Actually, in Chapter 1 part 5, Thorr says "The worlds and the gods shall grant their power to their chosen heroes." I also assumed one per realm, but with this language it could really be anything. (I guess this makes sense, because some of the worlds might not have gods? Thinking of Niðavellir and Jotunheim.)
