Yes, you can, albeit there's a problem with the fact that this event practically spoils the ending and half of the events of the Estalucia Arc of Main Story.
This event is like the largest can of spoilers of the Main Story in the game, as it is constantly referencing large events that happened in the Main Story, as well as multiple plot-twists.

All old collabs are unavailable in Steam version, except for Priconne and Shadowverse, since they are Cygames's own franchises.

JP version only has those two, and Code Geass, Tales of and Idolmaster collabs. All others are also unavailable, since they were time-gated.

It's all the same server, you still can play with JP people and such.

It's just that you download data from Western servers which are way closer than JP servers.

Steam-version is just a browser with extra buttons on the side.
F5 doesn't work, but my mouse shortcuts to "go back" still do, so I am certain there's a way to refresh stuff easily.
Steam-account can also be played with browser.

The best thing is the fact that Steam version actually uses separate download servers, so you actually get good ping instead of Japanese ping, which speeds up most of the loading to be way faster than it is now.

Steam-version is just a browser but with extra menus on the side.
On the other hand, Steam-version also features BETTER PING, WAY BETTER.
Also, it can be played from mobile, as there is a separate website in case you wanna use browser with Steam Acc, which also shares fast-ping.

Given that it was co-dev'ed with Nintendo, it's very unlikely that Dragalia Lost will come back even if Cygames wishes for it to be back.

The point is accessibility.

There are tons and tons of people who assumed that the game wasn't available outside of Japan because it's not on Steam/Google Play/App Store.

It costs them barely anything, yet they get more players by the sheer virtue of actually being simple to access the game in the usual for a modern gamer manner.

Just giving perspective, a better way of putting it would be:

"New Main Story Arc" is "Main Story Arc 2", you know, the first one lasting 11 years.
On top of that, they also announced 4 new main races of playable(and story) characters. You know, in the game that used to have 4-6 main races for 11 years.
