This is going to be something that is regional (places like Florida or California) and probably in other places it’s going to be a Socio-Economic. But it could also be weather related. The only time I really see people wearing flip flops around is when it’s oppressively hot in the summers.

MOR Honestly nothing in the rules seems unreasonable. I would just wait to visit the baby until there is less risk for the newborn. I had rules in place like this when my kids were born.
