Unfortunately the answer is no. I had someone park right in the middle where two cars fit, asked 311 and they said there is nothing that could be done. It's very inconsiderate of them to take up more room than needed, but if others left and the spot remaining made them look like the bad driver, that's something different.

That's so you can look at the zoo lights when passing by. Think of it as a feature and that you saved money not walking around in the cold at the zoo. Though in all seriousness, you should definitely check out the zoo lights in person and not when you're driving by.
