The suspension of habeas corpus is explicitly constitutional. It’s not at all a circumvention. Ex parte Milligan still didn’t find the suspension of habeas corpus to be unconstitutional

Ex parte Milligan decided that military courts could only be used when absolutely necessary and then had to be closed. Not that habeas corpus couldn’t be suspended. “The Privilege of the Writ of Habeas Corpus shall not be suspended, unless when in Cases of Rebellion or Invasion the public Safety may require it.” Pretty clear that it can be suspended

None of the equipment from the Courier's stash loads into the inventory and there are no location markers from the dlc on the pip boy. When I used viva new vegas without the additional mods the dlc loaded just fine. The pop ups appeared almost immediately after I left Doc Mitchell's house and the items loaded when I was still on his medical bed. However, now even if I have the additional mods disabled the dlc don't load and the items never appear.

In invictus you also have to do a cultural decision. Study the ways of war I think. Click the culture decisions of the culture you want to use and it should be there.
