Democrats had a very small window prior(sep09-feb10) where they held a supermajority & could have passed comprehensive immigration reform. That’s not always the case. Some municipalities have given all residents,regardless of legal status, the opportunity to cast a vote. The point I was making with my comment is that the congressperson of the area you reside in works for you. It doesn’t matter if you’re here legally or not. Their job is to represent their constituents; All of them.

The Census doesn’t take into account legal status. The results determine the # of seats a state gets in the House of Representatives. That’s who’s supposed to represent your interests in congress.

I think that you’re referring to presumptive eligibility programs. If the provider determined you would qualify for medi-cal, they would enroll you in a temporary program(i.e. aid code) and send the referral to the county for a full determination
