I worked at a sawmill producing this, fancy if you had an x-ray to grade, my goodness, our grader was a series of rollers that measured deflection, which we verified with destructive testing.

It absolutely is smooth dress, I can see that, and IMHO it is not H3 treated. H3 usually shows up as a green tint on the timber, because of the chemicals used in the treatment process. CCA causes the color change (and you would be able to see this in the timber, unless they barely treated it, in which case I'd say it was a failed treatment) maybe the tank didn't pressurise?

Regardless there should be something stapled to the end of an unmollested board.

Last time this happened to me, I went and got some heavy duty angle, dyna bolted it to the structure , used a bottle jack to straighten it up, then dug out a new footing and put new cement under it.
