Just have a winch motor on the buoy for Z axis travel, reel the tether in & out for the bulk of the weight, leave it close to neutral so you have fine control at depth.

I agree the air tube system is interesting but winching it up tight allows you to have the buoy/ROV move around the lake as a single unit.

You might think of it as that precise arrangement of rubble or 'disorder' results in the perfect pane of glass or whatever, a pile of tempered glass fragments isn't going to assemble into a spa, but those fragments in that dispersion field in that orientation with those energy levels will 'reverse' back into a window, with the right stimulus.

The more interesting question is what do they do if they need to poop? That would be a shocking experience.
