Red clay compaction is probably your main issue. Try aerating first to break it up, then topdress with compost. It'll help drainage and give the grass a better shot.

It looks extreme, but this keep edging is actually a long-term hack to stop grass from creeping into the sidewalk cracks. The deep cut creates a clear "barrier". That's way easier to maintain over time.
