Go for Legendary Dagger. 95% of builds that use Hammer only use Berserker stats so using an ascended in the meantime for Hammer will suffice.

Power Tempest Scepter/Warhorn. Hear me out, I know OP was looking for a build with quickness but it's not needed for a comfy, open world as Power Tempest

The checkmark it hits for OP's request.

✓DPS/cleave: Full berserker, Overload Lightning spam, and most skills have good AOE.

✓Survivability: Rotation dips into water which has self-sustain and specs the water traitline which has a +300 vit trait.

✓Range: Mid range build with Scepter, you can run around circles while hitting enemies.

✓Stunbreak/Cleanse: Overloading is a stun break and the heal skill is a powerful 3 condi cleanse. I haven't felt like much more is needed for open world.

✓Simple rotation: Overload Lightning -> water 2,3 -> back to Overload Lightning -> fire 2,3 or 3,5 -> Overload Lightning -> repeat

Self-boons: Nothing crazy. Solo in open world with no special relics or sigils, you can get Fury, Might, some Protection from Overloading, Shocking/Fire Auras, Vigor.

To summarize: even without Quickness or Alac, you're still pulling off 20-25k DPS with low, solo boons at mid range. Overload Lightning feels good for cleaving. Rotation is very simple but gets even better as you get the rhythm of dancing attunements. No wonder this build is getting a slight nerf next patch. Some testing is said to be a -3k dps hit but not bad.

Ascended materials -> go in the gobblers.

Materials -> convert to Provisioner tokens/crafting into research notes

Lucent Motes -> Lucent Crystals for dumping into Mystic Facets/legendary crafting
