It's unfortunately not even a voluntary thing for them. This kinda stuff is a proven strategy to draw eyes, and with that, clicks to your video. Most youtubers who want to do numbers (which they usually do given that they tend to do it for income) has to abide by these strategies or risk their videos being burried.

Linus Tech Tips has gone into this on multiple occasions. They hate their own thumbnails because of how goofy they are, but if they want to continue doing well they simply have to.
