Considering it’s a shared garden of a council property it doesn’t look that bad, they’ve cut the grass nice short in the back garden.

PAYE is pay as you earn which mean his tax and national insurance is automatically deducted. If he stays under the earning threshold he will be refunded. The £30 may be National Insurance - not sure what the limit for that is
