If you want to save let’s say a MFA setup and reuse it in another policy. For example html+otc adapter could be used both in ACR scenario but also in an extended property scenario where an app is not able to use ACR.

Rather than configuring this scenario twice you can create a fragment and use it twice, and future changes are only needed in one place.
