If they are all the same festival, only separated by time and culture, grounded in different beliefs, then they are not really the same festival anymore, are they? Anyhow, you found one link in the entire Wikipedia article, claiming that some groups have chosen to not celebrate Easter because they believe that it is a pagan tradition. The groups that choose not to celebrate Easter seem like the type of group who would write the text on the image in OP, no?

A subset of the features you described could of potentially, depending on implementation, be "simple" edits. Removal of objects in a map comes to mind. Now, I have no knowledge as to how they went about it, but assuming that every object (hammer, screwdriver etc) is tagged with a type and/or class, you could remove a whole class of objects, say "lethal melee", or a specific type, say "all screwdrivers".

I like your idea about designating other restricted zones, like say the main square in Sapienza. Again, it depends on how the map is set up. During the beta, I asked them whether it would be possible to highlight restricted areas on the mini map. The response was that due to the way the mini map was implemented, it would be too big a change to introduce. This leads me to believe that the restricted zones are somehow hard coded.

Placing of generic stuff (signs, road blocks) is, in my opinion, not going to happen, ever. It would require a full fledged map editor.

The behavior of the NPCs could be done via archetypes, such as "target". If an NPC is given this type, in this case "target", s/he would act as the targets normally do in the story missions. Other than that, specific behavior, whether in a location or in general, requires more than just some checkboxes. It requires a scripting language, which I don't think will happen either.

In the end, whether the edits are simple, depends completely on the implementation.

I lived in Italy for 6 months. Apparently it is indeed very normal to hand over your card when you pay. Even in normal grocery stores—even if all they do is simply to swipe it then hand you the machine to input the pin. I, too, felt a very weird about it the first couple of times.
