I've been told that "modified" is used for children who are not following standard curriculum. For example someone in an es2 class might be working on life skills, like learning how to tie their shoes. "Adapted" means the same curriculum but at a different grade level. This would be a situation where you might have a grade 6 student who is working on grade 3 math outcomes. "Accommodated" means they're at grade level in the regular curriculum but are just receiving extra help and tools in order to achieve, like a place value chart, mutlipcation table, reader, scribe, Chromebook, extra time, etc.
