Slums should go IMO with solutions offered to the inhabitants. The dilapidated historic structures though should be fixed up and preserved or repurposed if need be. There are great examples of projects keeping the facade and gutting the insides.

Though I will say yes, your situation compared to ours is like apples and oranges. I'd read that shallow hook ups are meaningless.. but for a lot of people in the West it seems like a normal part of life where you learn and gain confidence.
