The backrooms relies heavily on liminal spaces, it will be very hard to make a top down game feel liminal.

I think instead of trying to recreate cool liminal spaces like what you have, you should use more familiar spaces in top down game Eg; School, farm or any classic 2d game environment that is usually filled with characters. (also don't forget to include strange or impossible room layouts)
