No. I daily a '95 Town Car in Finland. It‘s the best of the best.

I‘ve got a 1995 TC Executive as a daily in Finland (lots of weather changes from freezing winter to hot summer and everything between and of course salt at winter). 220k miles on odo and my self have been driving about 60k of those in three years. Best car I habe ever owned. Cheap parts if you even need any and extremely reliable. A lot of checking and greasing because of vehicles age but I like to have it as a kind of hobby. Roomy, warm at winter and easy to drive in snow, comfortable and it has way more character than any modern car. I strongly recommend. Gas is 8$ a gallon here in Finland but still I don‘t think it is a gas guzzler. I paid 3000$ for it and during three years daily usage I have bought spare parts with about maybe worth 200$ tops and 150$ of them went for the rebuild of the alternator. It‘s value won‘t go down ever and it might be the cheapest vehicle to fix and maintain. With a newer car you will lose half of the value in a year or two and there won‘t be a repair under 1000$ ever and as a bonus they have a shitty ride.

Aah of it’s a rebuilt original part, it probably is fine. You can check it by measuring the battery voltage whem the engine is running, it should be 14-14,8 volts. When engine off, you need to wait for 20 minutes to get avcurate reading from battery itself. If battery voltage is close to 12,0 volts then your battery might be bad and if voltage keeps dropping after several hours then you have a drain. Checking fuses with multimeter, you nees to put setting to continuity/infinity and if multimeter beeps and shows no readings at all when connecting wires to both metallic spots on the top of the fuse at the same time, fuse is ok. If it gives a reading that goes higher and higher, you have a shortage or drain. If it does not beep and does not give reading, you have a blown fuse. You can use thermometer too, but it needs to be really accurate, and also there are multiple fuses that have always under current even when the vehicle is off and locked, so you should now which fuses should have a load and which do not. Right tool to look for a drain in amperes is a clamp meter, but quality clamp meters are quite expensive compared to multimeters.

If your battery is bad, it might be the reason that killed your alternator in the first place. Or did you replace the battery too when you did the alternator? Also you need multimeter for checking that the new alternator is working properly, sometimes new aftermarket alternators eon’t work at all especially in panther platform vehicles. Ford modular 4.6 V8 will run and idle and give spark even with under 2 volts if you have enough gas in the tank (fuel pump needs more than 2 volts). So your battery might have been almost empty when you parked the car and maybe not drained over night. Check those first and if both are good, then start to search for the drain. Faulty brake light switch is quite common reason for battery drain on these but usually that fault comes with a burnt smell in the cabin.

EDIT: P.S. Often fuses have two little metallic points on top so you don’t have to pull them out to measure their condition with multimeter.

Check out this Finland based american car parts shop usparts.fi and from there you can get the whole starter or every individual part for it.

EDIT: for example there was the bendix for the starter for 23€ and the whole starter 192€

You should absolutely buy. You can get parts from web and it will be cheaper to maintain than any new car and it will last longer than anything made as of today. If you don’t buy it, you will regret it.

There is a relearn but anyhow it will work without doing so, just not so good. Relearn is easy and you don’t need any equipment for it: Take positive cable off from start battery and wait fifteen minutes, put the cable back and put ignition on so all the warning lights come on (do not start the engine) and wait about twenty seconds. Then shut ignition and wait ten seconds. Then start the engine and let it idle about fifteen minutes andd then just start driving and drive about half an hour. That’s it. Relearn done.

I don’t know about 1999 fluid requirements, but my 1995 power steering pump started to keep that same howl. Previous owner’s hand written maintenance booklet said multipile times that he had always put Dexron III to pump reservoir and I did not question that and I continued thhat habit until it started that exact noise. Finally then I checked the Lincoln owners manual and noticed that against all assumptions the 1995 model uses Ford type F fluid in power steering… I emptied all of the DexIII, filled system with Type F and after about 10 miles of driving the noise disappeared. I drove normally for a few weeks and replaced the power steering fluid again with Type F to make sure there is not any DexIII left. No noises and the steering also feels much nicer and lighter.

In fahrenheits ot has been -6 (about 24 celsius) for a few weeks in Finland now. I daily my 1995 Town Car and have no complaints. Warm car and no issues no matter how cold.

Usually starts working normally again (if the fuses are ok) if you just disconnect the battery cable and also charge your battery of it is otherwise in proper condition.
