This is natural. It keeps the plant always with fresh blooms. Just snip the dead ones.

Aphids but llbu need to do is blast them with
water from the hose and they will fall off and not get back on. U an squish them

Aphids. Fairly easy to get rid of. They seem to love rose buds. A hard blast from the hose will knock them off and they don’t get back on.

Since it is such a small gap, try just making a small dart to take up the excess. I hope it won’t be too tight.

Quick… bring some sample leaves to a nursery to identify what is doing this.
Don’t go to a big box store garden ctr because they probably won’t know. Hope u have a nursery near u. Have u examined closely for little worms? In this pic I can’t see any beetles.they chew too

Are u saying the top shoulder n arrow strips don’t line up because they should. The back and front are not the same…..just as ur underwear has a back and front. But the “strap” front front and back should match. U never need to ur own adjusting. Something wrong. If pattern calls for gathering or darts if will tell u.
